Which Debian release should you choose?
Pick the newest stable release, the one marked as recommended, unless some software requires another. Each Debian release gets three years of fixes from the security team; after that, Debian LTS, run by volunteers and companies, extends support to at least five years in total. The previous release remains a sound choice while it is within that window, especially when your application has not been tested on the new one yet.
If the list shows a release whose support has ended, it is there for anyone who has to run legacy software that depends on it. Such a release no longer gets security fixes, so do not expose it to the internet beyond what is strictly necessary.

About Debian
Started in 1993 and active ever since, Debian is built by a community of volunteer developers, with no company behind it deciding what goes into the system. Development runs in three branches, unstable, testing and stable, and only stable is meant for servers. A new stable release ships roughly every two years, when it is ready, and that is where Debian's reputation for predictability comes from.
On a VPS, Debian shows up wherever predictability matters more than novelty: websites on Nginx or Apache, databases, DNS, VPN and internal company services. It is also the base system of many official Docker images, so you can run the same system on the server and in your containers.
